If you create a new key using ssh-keygen, you are free to choose whatever passphrase you want. Of course, security-wise it is a good idea to change the passphrase every now and then. But the server cannot even tell whether you are using any passhrase at all, so it cannot enforce restrictions on the passphrase you choose. -- The news at ten makes me peevish but animal hospital makes me cry.
