That is the default shortcut for gnome 2. Are you using gnome 2? (Debian Woody comes with gnome 1.4). If you are using gnome 2, check the key assignments by running: gnome-keybinding-properties (it's also in the "desktop preferences" of the main menu.) If you are using gnome 1.4, then gnome 2 is the way to go.
