What you can do is add some sort of benchmarking of important packages (xfree, gnome, kde, etc.) so you or your users can get the best compilation flags for each processor/system. That way each package compilation uses not only the correct -march, but also detects the processor type (or cache size) and set the best flags according to the results of that bechmarks. For example, in a small cache celeron compiling some package optimized for size (-Os) could be much better than "-O3 -funroll-loops" (it's just a guess). Even that information can be used back in debian if there are packages that always win with certain non subarquitecure-dependent flag.
