In fact both are the same 'program'. You could install that man page with 'aptitude install funny-manpages', since it is included in debian. It seems that there are many new users who prefer to read their man pages with their web browser. That's why they are online (and can be found with google). I guess after a while they will find out that they can get more accurate information for their system in an easy fashion if they just do 'man' or 'man -k' from the CLI.
