Not just rumour but confirmed by the "technical" information on Skype's
own website.

Take a look at a SIP based VoIP softphone such as twinkle or ekiga
(or a hardware device such as the Sipura/Linksys SPA3102). European
users can use companies such as Sipgate or SMSListo.com to route phone
calls bidirectionally between their PC and the world's phone network. UK
users considering this option could do well to search the archives of
the usenet newsgroup uk.telecom.voip for plenty of practical details.

I believe there are also Skype/SIP gateways but I've not (yet) used one.
