Bug pages are of the form

http://bugs.debian.org/<package> so you need

http://bugs.debian.org/tagcoll and
http://bugs.debian.org/libtagcoll-dev

Before you go file a bug, could you please show the output of:

apt-cache policy
apt-cache policy tagcoll
apt-cache policy libtagcoll-dev
