I think OP got the idea from a co-worker at his place of work before
his first post, but I'm not sure. When one uses 'rm -rf' on a very
large tree for the first time, it is easy to believe that it is stuck
and not working. When it happened to me, I was really worried about
my system. Now I want to be supportive. The reason that the emails
exist seems to be something of a long ago local screw-up. I hope 
some local jackass doesn't insist on exacting punishment.
