Which GNOME? In GNOME 1.x, you could accomplish this, more or less, through various menu options available by right-clicking the foot. In GNOME 2.x, they removed those options, making top-level menu editing much more difficult. The top-level menu definition is hard-coded in the source, though that source can be modified so that you can at least have some modicum of control. Let me know if you want more info, and I'll dig up some of my earlier posts on the subject.
