Perhaps the pages could also mention that time style can also be
customized with TIME_STYLE environment variable. This way the setting is
present in non-interactive shells and ls invocations too. I got things
back on the right track with
export TIME_STYLE=long-iso
in my ~/.bashrc and with
(setenv "TIME_STYLE" "long-iso")
in my ~/.emacs.
