Myself, I hand-code HTML in emacs when I want to create a document. Or
write a custom C program to generate postscript code. But I think she's
enough of an end-user that she'd appreciate this method. In any case,
the salesmen wouldn't.

I haven't used it for years, but FrameMaker is a full desktop publishing
app. It's much more than HTML - in fact, I doubt she's even generating
HTML. We didn't, in the projects I used it on.
I don't know of any free tools which do as much as FrameMaker does.
