I don't understand the problem. I live on rual dialup. Sure, a full CD takes 3 days to d/l, but just a netinst.iso doesn't take that long. You certainly don't need (or probably want) to try downloading a DVD over dialup. Just get a basic system up with the netinst.iso and install additional packages (and updates) with the dial-up.
