Unable to change menubar_accel value

Hi,

When I try to modify the config /desktop/gnome/interface/menubar_accel 
to Ctrl-Shift-M (instead of the default F10 key) this setting has no 
effect on any gnome/gtk application.
I'm using FluxBox with Debian Lenny. On my notebook everything works 
fine (Ubuntu 8.04)
I want to change the config because I want the F10 key to be the "step 
over" command in debugger of Eclipse 3.4.0
