You wouldn't want to create a /32 route to a .255 that you were also using as a broadcast address. In the old days most of the .255's in class A's and class B's were theoretically usable. However we usually didn't bother because there were so many IP addresses to play with. Nowadays one can simply create a /32 route direct to a .255.
