My guess would be that there's either a setting or a "remembered" but untweakable config that is trying to use something that isn't there. Does lynx work? I think that all its settings are available in the /etc/lynx.rc and via the menus in your home directory. What happens if you create a brand-new user and try the offending browser as that user? Check the browser configs for proxy settings. You'll want "direct connection to the internet".
