You asked this already.  You cannot "boot from a linux".  Your Windows
XP box's BIOS must be set to boot from USB by whoever has the BIOS
password for that box.  

Now, if you mean that you have XP on your laptop and you want to install
Debian GNU/Linux from USB, then you need to read the Installation Manual
(available on the web site) to create a USB installation stick that you
can then install with.
