It Depends on if the camera is a usb-mass-storage device or if it is using one of the specialized protocols. If it is mass-storage, you just mount it with a command like "mount -t auto /dev/sda1 /media/usb" (mount point and device might be different). Or you can put a line in /etc/fstab : /dev/sda1 /media/usb auto noauto,users 0 0 Then you could just say "mount /media/usb". If it is not mass storage, gphoto2 is the basic command line program to use. Programs that use libgphoto2 include Digikam (KDE), F-Spot (Gnome, Mono), gtkam (gtk), and gthumb (gtk). I like gthumb for general light weight photo viewing and management.
