Of the top of my head, I dont think there is anything in a binary package to indicate this but as a binary package is generated from a source packages, I guess its in the source packages. Now I dont think there is a universal way to get this informtion from a source packages because Debian does not mandate a single build system but many may use make, so maybe you can create one for make and see if that covers a lot.
