What I am looking for is something similar to rpm -qa, but for Debian-
based Ubuntu systems, and also with some date information for each
package (such as an installation log).

For finding out the date of installation of any package, I just look at the timestamp of the corresponding .list file in /var/lib/dpkg/info.

dpkg-www can show you a list of packages installed in the last <n> days.
