Then you just choose to use them. Most take their cue from what locale says, while some apps can be extended, ie. mutt uses magic like: set send_charset="us-ascii:iso-8859-1:iso-8859-15:utf-8" -- Any technology distinguishable from magic is insufficiently advanced.
