the problem was the isdn network, installing only the package ppp or pppoe contained in the first cd-rom of etch is not configurating correctly the modem that run for a line not isdn.
To resolve installing the package pppconfig and setting the option in the file: /etc/ppp/options to comment this lines: # If this option is given, pppd will presume the peer to be dead if n # LCP echo-requests are sent without receiving a valid LCP echo-reply. # If this happens, pppd will terminate the connection.
