The "jp" keyboard layout (/usr/share/X11/xkb/symbols/jp) does not seem to specify any 3rd (or 4th) level symbols. I do not know what you want to do with your AltGr key, but if it is to get things like AltGr-5 = Euro symbol, or AltGr-minus = dead macron key, you could try
setxkbmap="us(alt-intl)+jp" or perhaps in your case setxkbmap="us(alt-intl)+jp(OADG109A)" I do not have a Japanese keyboard so I cannot test it completely. Please tell if this works or not.
