Iceape Composer is okay.  A lot of people like Nvu (available in source
for Linux at nvu.com).

I only use WYSIWYG editors to scrape together an idea first, then fine tune the code with my favorite text editor, but here are a few I know of - Nvu (http://www.nvu.com/) I believe also available in package form - Quanta Plus - SeaMonkey (http://www.mozilla.org/) - OpenOffice.
