What have I managed to inadvertantly change?
Now, whenever an application opens a new window it opens under all
current windows so I have to right-click the gnome panel and select
'on top' and then click to maximize it.
New windows used to always open on top. Why would anyone want the
behavior I'm currently experiencing?
Desktop -> Preferences -> Windows has nothing that seems to apply.
