The problem was in my /etc/network/interfaces: ---- # This file describes the network interfaces available on your system # and how to activate them. For more information, see interfaces(5). # The loopback network interface auto lo iface lo inet loopback # The primary network interface # allow-hotplug eth0 auto eth0 iface eth0 inet static address 192.168.0.2 netmask 255.255.255.0 broadcast 192.168.0.255 gateway 192.168.0.1 ---- Some time ago I commented the line "allow-hotplug eth0" and added "auto eth0", because I had some problems. Everything was working fine, until one upgrade, when this delay started to occur. I have restored old setting and now there is no delay, I hope problems will not start again.
