For one, these files don't really exist on ftp.debian.org. See for yourself at: http://ftp.debian.org/debian/dists/etch/ But they are there at: http://ftp.de.debian.org/debian/dists/etch/ Replace ftp.debian.org with another mirror. But that doesn't seem to end your problems. Hope someone else can throw more light.
