Try this (as root): LC_ALL="C" dpkg-reconfigure locales If this allows you to run the command then you can make sure that "fr_FR.UTF-8" is created and that it is set as the default. (If you do not want to set a system-wide default then you have to configure the relevant environmental variables of your $SHELL yourself.)
