I think, to summarize, that you have the contents of
/var/cache/apt/archives that you have md5sum verified and you want to
know how to save them in a properly configured CD.

I think there are several ways.

If you want to make a full CD, you could use jigdo which assembles
official cds from regular package mirrors; your archive could be one
mirror.

I think that apt-proxy can do it.

debian-cd makes official CDs

There may be others.
