Sometimes a mirror will have a problem only for a couple of hours (such as during the daily mirror pulse), other times the problem will persists. For example, the ftp.us.debian.org rotation recently experienced problem when the kernel.org machine that was in it was taken down for 48 hours of maintenance. The solution then was to switch to a different mirror set.
