The XEmacs implementation which I am running appears to differ from the implementation which you are running. When in LaTeX mode, the first press of " produces a contiguous pair of single left-quotes: `` and the second press of " produces a contiguous pair of single right-quotes: '' But this is a standard feature of Emacs/XEmacs LaTeX mode which most of us take for granted, because in most applications printer's quotes are desired, and pressing " at the beginning and end of the quotation is easier than pressing ` twice and the beginning and ' twice at the end.
