There isn't a great way to do it neatly because there isn't a great way to get system-wide stuff working. The best compromise I can think of would be to add the procmail fragments to the global file /etc/procmailrc - then have it check a per-user killfile form /var/killfile/$USER/.killfile You could then write a couple of scripts for each user to update their own files - but getting security right would be tricky. Finally you could add a snippet to do the killing into /etc/Muttrc.d/ - and that would be read by all users. So .. it is possible, but it wouldn't be neat.
