The main problem is that we have to adhere to pretty strict rules by
the Swiss government in terms of statistical analysis of the
answers. We need to weed out the questions that don't reflect
a candidate's skills (by using a question's discriminatory power)
and keep a set reliability score high.

Moreover, I would like to be able to assign grades such that the
average will be a B (5.0 in Switzerland, 2.0 in Germany).
