I understand this is for outgoing emails, but I don't intend to write emails in Japanese, just displaying them when receiving. Anyway, I haven't tried all combinations of "charset" variables in .muttrc. Maybe some will work. Thanks for the tip. This has been a particularly annoying problem to solve.
