You're right, I didn't RTFM very carefully. Now I'm thinking that if
dpkg-reconfigure does the correct thing, then all the OP needs is a
one-liner to run 'dpkg-reconfigure -phigh' on all packages that have
files in '/etc/init.d/'. Maybe apt-file can help.
