I too am trying to install debian this way (onto another drive), though I seem hung up in a different place than mentioned in this discussion. I am wondering about your use of the command:

/usr/bin/env............/bin/bash --login

(a)because I am not familiar with how to use it, and, (b)not being outlined in the section, "Installing Debian GNU/Linux from a Unix/Linux System", which I am following for my installation, I am wondering if missing this step is influencing my difficulties. Could you tell me a little bit about what you are doing in this step?

You seemed to refer to this as "Localization Setup". Could this have anything to do with the message I get when trying to run:

dpkg-reconfigure console-data
perl: warning: Setting locale failed
perl: warning: Please check that your locale settings:
       LAUNGUAGE = (unset)
       LC_ALL = (unset)
       LANG = "en_US.UTF-8"
   are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
/usr/sbin/dpkg-reconfigure: console-data is not fully installed

I have completed step 3 in your outline (4 is omitted), but when it comes to step 5, I am unable, because I find that packages such as base-config and apt are not installed.
