For example, the Bible says "thou [singular you, the individual] shalt not kill." The Bible also prescribes how the death penalty is to be carried out. Murder is an individual act. Execution is a government act. The former is wrong, the latter, under the right circumstances, is right.
Of course, there is also the fact (which I have already explained) that the smiting on the cheek to which Jesus was referring is an act of disrespect, not an act of violence.
