Interestingly, SuSE used to issue updates in the form of "patch rpm"
files (*.prpm). These files used to contain only the updated contents
of the corresponding package, and enough metadata to merge the
update into the RPM database. I have no idea whether they still do
this, and I have never seen anything like it in the .deb world.
