ups work on different machine (with different board) - maybe the usb
handling on this one particular board is not correct?
It's a possibility.
would it be possible that low speed devices would be treated incorrectly
, whereas high speed devices would be treated ok? that would correspond
to the situation when usb flash disks work fine, but the ups not...
Have you plugged the UPS into a different computer? Maybe you got a
bad UPS.
the ups was connected to different (older) computer for 2 years and
worked perfectly this morning.

Maybe this motherboard is dodgy and a US$20 USB card will solve the
problem.
well, it might... but before adding anything into this brand new
machine, i'd rather try other possibilities... it's not a personal pc,
but rather 'office pc' and adding anything into it and getting it paid
by the institution is not an easy task :(
Have you checked lsmod on the non-working and a working PC to
*ensure* that all the correct modules are loaded?
well, i checked.
on the working machine, i have
ohci_hcd, ehci_hcd, usbhid
on the non-working machine, i have
ohci_hcd, ehci_hcd, usbcore
as you can see, there is extra usbcore; otoh usbhid was missing. i
modprobed it, but the situation remains the same...
lsusb reports just 2 hubs...
Bus 002 Device 001: ID 0000:0000
Bus 001 Device 001: ID 0000:0000
Maybe you've already tried these possibilities but neglected to tell us.
