Although many folks has come to expect what RH and others do -- provide different runlevels--Debian so far likes runlevels 2-5 to be setup the same and let a sysadmin change this if they want. Although various users and developers have asked for a change from time to time. so, the default is runlevel 2 and changing it will not make a differnece.
