Did you 'apt-file update' first?

Look at the error message: you swapped arguments ('install' comes first)

OK I ran apt-get install base-config

localhost:/home/mikef# apt-get install base-config
E: Could not get lock /var/lib/dpkg/lock - open (11 Resource temporarily unavailable) E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
localhost:/home/mikef# apt-get install base-config
Reading package lists... Done
Building dependency tree... Done
Package base-config is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
is only available from another source
However the following packages replace it:
 locales belocs-locales-bin
E: Package base-config has no installation candidate

base-config supposedly doesn't exist, but something called locales does. Sounds Spanish..... has anyone used it?
