tool to encode html entities

Hi

Any tools can help me encode html entities? E.g.

from 

 sed "s/ /&nbsp;/g" < f1 > f2

to 

 sed &quot;s/ /&amp;nbsp;/g&quot; &lt; f1 &gt; f2

?
