Known problem caused by a mismatch between the Xen kernel and the
xen hypervisor.
You'll need to get hold of either:
a) An older xen-hypervisor
b) A newer kernel.
Personally I've had success using the shapshot server, for sid:
http://www.debian-administration.org/articles/435 - or the
xen-utils-3.0-unstable-1 package.
