Greetings Andrew: You can use the sudo program to give regular users the rights to run certain programs as the root user. This CAN BE more secure than just giving them root level access, but there is no guarantee that it will be more secure in reality. A common use for this would be to give certain users the permissions necessary to mount drives. Ubuntu uses this heavily for system configuration and maintenance. By default, a Ubuntu box's root user doesn't have a password, so you can't log in as root. They want you to run all of your system administration tasks using sudo. The sudoers file is where you configure what users can perform what actions. You can give users access to any program, or just to specific programs. You can require that they enter their password before the program is performed. There are lots of possibilities. In any event, the man pages are helpful. On a typical Debian machine, the sudo program can be removed without breaking the system.
