   If you have a working/normal system you can use "stat" to list
  the permissions:

[EMAIL PROTECTED]:~$ stat /tmp
  File: `/tmp'
    Size: 245760          Blocks: 488        IO Block: 4096   directory
    Device: 1641h/5697d     Inode: 32257       Links: 20
    Access: (1777/drwxrwxrwt)  Uid: (    0/    root)   Gid: (    0/
    root)
