I'm not certain what you are trying to accomplish. The server (sshd) can be configured to permit or disallow password logins. The client can be configured to use public/private keys, which can be used to login without a password. If you want to be able to login without a password, the latter is what you want. You need to look at the ssh-keygen man page for details. If you want to disable all password logins via ssh and *only* allow public key login, then you also need to configure the server to disallow passwords as a valid authentication method.
