No need to create a new forum for this; this functionality is already
available. By means of a bi-directional email-to-news gateway, the
debian-user mailing list and the linux.debian.user newsgroup are
actually one and the same. If you follow that newsgroup via Gmane or
Google Groups, you get a friendly, forum-like web interface that
enables you to post to the list, too. Check it out; it sounds like
it's exactly what you're looking for.
