It works with the new version in Sid. The changelog mentions this issue.

Yup, I just upgraded the Sid machine (hadn't been upgraded for over a
week now) and connected the external USB DVD writer (Samsung SE-S164L)
and then inserted a data DVD. KDE gave the prompt window about what to
do with it and also an icon for the disc. Worked like a charm. The new
hal in Sid is:
$> dpkg -l hal | grep ^ii
ii hal 0.5.7.1-2 Hardware Abstraction Layer
So the older hal (0.5.7.1-1) in my Etch box is the problem. Well, it
will be upgraded in a few days time and all should be well in this box too.
