xlibmesa-glu-dev, maybe? 'apt-cache search libglu|grep -- -dev' returns a few likely looking packages, but I'm not sure which ones you want/need. Also, 'apt-cache showsrc xscreensaver | grep ^Build-Depends' shows you the packages you have to install to build xscreensaver successfully. Here, it mentions 'xlibmesa-dev | libgl-dev', amongst others.
