That bug is for kdelibs 3.5.2; according to your reportbug info you are
on 3.5.3, therefore it is probably not relevant for you.

believe that I could still print from KDE with CUPS 1.2.1-3 simply by
creating the printer in KDE.
However, either as a regular user or administrator I have been unable to
create a "test" printer or real printer (just reported as Bug#379216).
If I understand you correctly then your main problem is that you are
unable to print at all and trying to create a printer was meant to be a
workaround for that? If so, then this might help:

Yes thanks, removing the line containing /var/run/cups/cups.sock in
/etc/cups/cupsd.conf and running /etc/init.d/cupsys restart
fixed things.
