I think I have tried connecting to IRC with GAIM, but don't remember
whether it worked.  To me, GAIM doesn't really seem to be designed for
use with the IRC networks.  I suggest trying out xchat.  It should have
lots of IRC network servers already set up.  Once you've connected,
perhaps these will help you:
Windows > Channel List - for finding channels/rooms

Commands:
/msg NickServ HELP
/msg NickServ <Specific Command> HELP
/join <channel>

The "register" command allows you to register your nick.

I'm sure there is a lot more that could be said, but this is what I
needed to know about IRC when I started using it.
