I asked on pkg-exim4-users list about this and get a link that help me to solve this problem. The link is: http://wiki.debian.org/PkgExim4UserFAQ#head-48c5470f61731b8daae30fa0d7ef8dc175d92f07 In my case, when I installed Debian Sarge, then I give the hostname "debian-csp" to my system. After a year I register the domain csanyipal.info and start to use public IP address but don't change my hostname from debian-csp to csanyipal.info. Exim4 use hostname of the system, so when I changed it to my registered FQDN, mail delivery become successful.
